Michael Chobanian builds markets and digital infrastructure at the scale of countries. In 2007 he launched Ukraine's first 3G network. He pioneered the blockchain market across Ukraine and the post-Soviet region, founding Kuna, which became Ukraine's largest crypto exchange.
As President of the Blockchain Association of Ukraine, he was among the early architects of the country's digital transformation, including the Diia govtech platform. In wartime he helped raise over $100M in crypto donations, funded the evacuation of 50,000 people from his native Donbas, and testified before the US Senate on role of crypto in Russia-Ukraine war.
Today, through the Layer2State Foundation and Doger.ai, he helps governments run more efficiently and invests in nation-scale projects. Based in Cascais, he convened DSSSP, a Lisbon summit of 100 leaders on digital statehood, with one ambition: position Portugal to the frontier it once defined.
